Map your own market in minutes. Competitors, pricing and market size with a source on every fact.
A market entry research checklist covers six areas: demand and market size, buyers and how they buy, competitors and pricing, regulation and compliance, channels and partners, and a go or no go decision with clear criteria. Below, each item is worked through using the German payroll software market as the example.
Payroll in Germany is a useful case because it combines everything that makes market entry hard: strict regulation, entrenched local vendors, a strong role for intermediaries, and buyers who are cautious about switching. If your checklist works here, it works almost anywhere. The facts about German payroll below are general public knowledge about how the system works. They are not legal advice, so confirm details with a local expert before committing.
Section one, define the entry question
Start with a single sentence decision: "Should we sell our payroll product to companies with 20 to 500 employees in Germany within the next 18 months?" Write down:
- The product you would sell, and what would need to change for the market.
- The customer segment, by size and industry.
- The time frame and the budget you are willing to commit.
- What success looks like after two years, in customers or revenue.
Every checklist item below should help answer that sentence. If an item does not, skip it.
Section two, demand and market size
- Count the buyers. The German Federal Statistical Office (Destatis) publishes company counts by employee size class and industry. Use them to count companies in your segment.
- Estimate spend. Collect published prices from vendors in the market, typically per employee per month for payroll, and apply them by size band.
- Size TAM, SAM and SOM. Narrow from all companies in your segment to those your product could serve once localized, then to a realistic share. Our guide to TAM, SAM and SOM for B2B software walks through the arithmetic.
- Check search demand. Look at what German buyers type, in German. "Lohnabrechnung Software" and similar phrases show how buyers describe the problem and which vendors already win attention.

Section three, buyers and how they buy
In German payroll, the buyer is not always the employer. A common pattern is for small and mid-sized companies to outsource payroll to their tax advisor (Steuerberater), who runs it in their own software. That changes the entry question fundamentally:
- Who decides? The company's managing director, its HR lead, or its tax advisor?
- Who uses the product? In-house payroll staff, or an external office running payroll for many clients?
- What do they switch from? An in-house system, an outsourced service, or the tax advisor's software?
- What language and support do they expect? German language product, documentation and support are baseline expectations for payroll.
- How do they buy? Self-serve trial, demo, or a recommendation from their tax advisor?
Interview at least ten potential buyers in the segment before building anything. Ask what they use today, what annoys them, and what would make them switch. Write down their exact words, because they become your German marketing copy later.
Section four, competitors and pricing
The German payroll market includes long established local providers and international players. Names you will find quickly in public sources include DATEV, a cooperative that serves tax advisors and their clients, Lexware, which targets small businesses, HR platforms such as Personio that combine HR and payroll features, and international providers such as ADP and Sage. Build a proper landscape rather than relying on this short list:
- List every vendor a buyer in your segment would compare, using German search terms, review sites and tax advisor recommendations.
- Segment them: tax advisor ecosystem, small business tools, HR platforms with payroll, enterprise payroll providers, outsourced payroll services.
- Profile each one with pricing model, entry price, target size and key features, with a source and date for every fact.
- Look for gaps: segments that are underserved, pricing that frustrates buyers, missing integrations.
Our step by step guide to building a competitor landscape covers the method. In MarketAgent, a question like "payroll software Germany" produces the market map, competitor profiles and a pricing comparison in one sourced report.
Section five, regulation and compliance
This is the section that most often stops a payroll entry, so start it early. Items to verify for German payroll include:
- Wage tax. Employers withhold wage tax (Lohnsteuer) and file wage tax returns electronically through the tax authority's ELSTER system. Payroll software must retrieve employees' electronic wage tax deduction characteristics (ELStAM).
- Social insurance. Contributions cover pension, health, unemployment and long-term care insurance, with reports transmitted electronically to the health insurance funds. Payroll software that transmits these reports is subject to a system examination by ITSG, the IT service organization of the statutory health insurance system. Check the current requirements and timelines early, because this affects your launch date.
- Additional items. Church tax, the solidarity surcharge where it applies, marginal employment (minijobs) reported to the Minijob-Zentrale, and electronic certificates of incapacity for work, which employers retrieve electronically.
- Data protection. GDPR and the German Federal Data Protection Act apply to payroll data, which includes sensitive information such as church affiliation. Expect detailed questions on hosting location and data processing agreements.
- Works councils. Where a company has a works council, introducing technical systems that can monitor employee behavior or performance is subject to co-determination under the Works Constitution Act. HR and payroll systems often trigger this review, which lengthens sales cycles.
Rules change regularly, so record the source and date of every compliance fact and set up monitoring for updates. MarketAgent's trends module tracks news and regulation for the markets you follow.
Section six, channels and partners
- Tax advisors. If they influence or make the buying decision, a partner program for tax advisors may matter more than direct marketing.
- Integrations. Accounting, time tracking and HR systems already used in the segment. Missing a common integration can rule you out of a shortlist.
- Search. German language content targeting the phrases buyers use.
- Events and associations. Industry associations for HR, payroll and tax advisors.

Section seven, the go or no go decision
Agree the decision criteria before the research is complete, so the results do not bend the criteria. A simple scorecard:
| Criterion | Question | Evidence needed |
|---|---|---|
| Market size | Is SOM large enough to justify the investment? | Sized model with sources |
| Buyer pain | Do buyers have a problem current vendors do not solve? | Interview notes, review themes |
| Competitive gap | Is there a segment or need that is underserved? | Competitor landscape with gaps |
| Compliance path | Can we meet requirements within the time frame? | Compliance checklist with dates and costs |
| Channel | Can we reach buyers at a sustainable cost? | Channel plan and partner interest |
| Fit | Does entry fit our product and team capacity? | Localization and staffing estimate |
Score each criterion and write a one page recommendation. A "no go" is a valid and valuable outcome. It saves the cost of a failed launch.

Frequently asked questions
How long does market entry research take?
Desk research for one country and segment, covering size, competitors and compliance, can be drafted in days. Buyer interviews and compliance verification usually take several weeks. Plan for both.
What is the biggest risk when entering the German payroll market?
Underestimating compliance and the role of tax advisors. Payroll software has to meet technical requirements for transmitting tax and social insurance data, and many small companies buy through their tax advisor rather than directly.
Can I size a foreign market without speaking the language?
You can collect official statistics and published prices, but you will miss how buyers describe the problem. At minimum, research search phrases and competitor messaging in the local language and interview local buyers.
Should we enter with a partner or alone?
If intermediaries control the buying decision, as tax advisors often do in German payroll, a partner route can be faster. If buyers choose software directly, a direct entry with localized marketing may work. Your buyer research answers this.
What should we monitor after entering?
Competitor pricing and packaging, competitor launches and hiring in the market, regulatory updates, and review themes from local buyers. Our guide on monitoring competitor pricing changes covers the pricing part in detail.
